Smaller organisations often do not.

1. No one is sure which document is current

2. Drawings and files are stored across too many locations

A project may have files named by date, by person, by supplier, by drawing number, by informal description or by whatever someone typed when saving the file.
This makes searching harder, version control weaker and handover more difficult.
Good naming conventions do not need to be complicated, but they do need to be consistent.
4. Approvals are informal or unclear
For small teams, informal approvals can feel efficient.
But when a project becomes more complex, informal approval creates risk.
It may not be clear who reviewed a document, who approved it, what comments were resolved, what version was issued, or whether the right people were involved.
A practical approval workflow helps avoid confusion without creating unnecessary bureaucracy.
5. Handover is left until the end
Digital handover should not be treated as a final administrative task.
If handover requirements are not defined early, the project may reach completion with missing records, inconsistent information, unverified asset data or files that cannot be used by operations.
This is especially important where asset owners need reliable information for maintenance, operations, compliance, GIS systems, asset registers or future projects.
6. GIS, drone or LiDAR outputs are captured but not used
Specialist digital capture can provide significant value, but only if the outputs are connected to the organisation’s needs.
Drone imagery, LiDAR scans, GIS layers, survey outputs and asset datasets can quickly become expensive files if the organisation has not defined:
why the information is being captured
what accuracy is required
who will use it
how it will be stored
how it will be governed
whether it links to asset systems, drawings or reporting
what decisions it is meant to support
The value is not in capturing information. The value is in using it.
7. Contractors and suppliers provide information in different formats
Smaller organisations often rely heavily on contractors, consultants, technology vendors or delivery partners.
Each party may have its own way of producing and naming information.
Without clear information requirements, the organisation may receive inconsistent documents, drawings, datasets or handover records that are difficult to combine or reuse.
This can create problems long after the project is finished.

Poor document control and weak digital information management can create practical delivery problems.

rework caused by people using outdated information

1. Define who owns information control
Someone needs to be responsible for how project information is named, stored, reviewed, issued and handed over.
This does not always need to be a full-time document controller, but the responsibility must be clear.
2. Create a simple document register
A document register helps track what exists, what version is current, who owns it, who reviewed it, and what has been issued.
For smaller projects, this may be simple. For larger projects, it may need to be supported by a system or controlled workflow.
The important point is that the organisation has a clear source of truth.
3. Agree naming conventions
Consistent naming makes information easier to find, control and hand over.
The naming convention should be practical enough that people will actually use it.
4. Define review and approval workflows
A simple workflow should answer:
who prepares the information
who reviews it
who approves it
how comments are resolved
how the approved version is issued
how superseded versions are controlled
This helps reduce confusion and improves confidence in the information being used.
5. Start handover planning early
Handover requirements should be understood before delivery is well advanced.
This includes drawings, asset data, manuals, inspection records, approvals, warranties, GIS data, digital models, drone/LiDAR outputs and any information required for operations or compliance.
6. Be clear about specialist digital capture
Before engaging GIS, drone, LiDAR or survey specialists, the organisation should define what it needs from the information.
This includes the purpose, required accuracy, format, ownership, storage, integration and intended use.
Specialist capture should be connected to practical outcomes, not treated as a standalone technical activity.
How digital engineering and document control fit together
Digital engineering depends on reliable information.
Document control provides some of the discipline needed to make that information reliable.
Digital engineering may involve models, GIS, asset data, drone imagery, LiDAR scans, drawings, workflows, systems and digital handover. But those elements only create value when they are controlled, structured and connected to decisions.
For smaller organisations, the best starting point is often not a large digital engineering transformation.
It is a practical review of how information is currently managed, where the risks are, and what needs to be improved first.
